Manifest
The promoter group of the FabCat initiative has the objective to actively participate in the promotion of Catalonia as the location of one of the semiconductor factories to be built in the European Union as a result of the Chips Act. The objective of this initiative is the reindustrialization of Europe and the recovery of a relevant part of the global semiconductor market.
According to the European Commission work program for the year 2022, published on October 19, 2021, a proposal on a European chip law will be published in the second quarter of 2022. The initiative is promoted by a group of people who altruistically and voluntarily have coordinated with the desire to carry out a critical analysis on the viability and convenience of the implementation of any of these new facilities in the territory .

Advocacy Group
The promoting group is made up of people who either individually or at the institutional representation level work voluntarily and altruistically in the analysis, drafting and promotion of a proposal that Catalonia takes as a possible location of any of the new companies to be built in the coming years.
Academics and professionals related to the design and manufacture of devices and chips participate in the promoting group, but there is also participation of engineers from disciplines related to construction, maintenance and logistics associated with large industrial facilities.
The promoter group also includes local representatives of the areas that are nominated as possible locations for the future facilities.

Background
On October 13, 2021, the group that drafted the FabCat proposal sent the Government of the Generalitat de Catalunya a proposal to establish a semiconductor factory in Catalonia.

On October 26, 2021, the presentation was made to Mr. Ferran Rodero, General Director of Economic Promotion, Competition and Regulation of the Generalitat de Catalunya who due to scheduling problems could not attend the presentation on October 12.
On November 9, the proposal was presented to the Popap program of Catalunya Ràdio, the audio is available in Popap - FabCat, an initiative to establish a semiconductor factory in Catalonia.
On the 8th of December, the media collection phase was concluded and it was decided to start up the promoter group.
On December 24, the information on the FabCat proposal reached the Advisory Committee of the Digital Catalan Alliance.
On January 10, 2022, the information on the status of the proposal and the draft of this Manifest was sent to the General Secretariat of Industry and SMEs (Mr. Raül Blanco) of the Ministry of Industry, Commerce and Tourism of the government of Spain.

It is proposed to make this Manifest public on January 11, 2022.
Show of Interest in the IPCEI
A date 12 December embre of 2021 we know that from the"Important Projects of Common European Interest" (IPCEI), [Microelectronics have been two rounds of Expressions of Interest Carried out at the European level and that currently the selected projects are being evaluated by the DG COMP of the European Commission.
The Promoting Group should ask what projects have been presented from the State, and see if there is any option for coordination or mutual support.

Viability of State Financing
Given that the Spanish projects will be financed with a budget from the Ministry of Industry, they should be contacted to find out what position they will have in the event that a semiconductor company shows interest in a location in Catalonia.

Considering that the FabCat proposal is aimed at a factory with an investment of € 22,000 million, the aim would be to assess the availability of support from the State of about € 2,200 million (10%)
Viability Financing Generalitat de Catalunya
Financing from the Generalitat de Catalonia is initially valued at € 500 M corresponding to the adequacy of communications and infrastructures.
Support for the management of possible industrial land available to or participating in INCASOL.

There are currently 29 European companies within the "IPCEI on Microelectronics", they should be contacted to find out if there would be a possible internal movement within the EU or if the possibilities are limited to the establishment of one outside the EU.

The Barcelona and Girona Chambers of Commerce have already initiated contacts and we hope that the entry of the [Digital Catalonia Alliance into the Promoter group will speed up the process of supporting and defining this ecosystem that should allow a facility to be fully operational 365 days 24 hours .
